Course Description:

Under the OSHA Hazard Communication Standard, containers of hazardous chemicals are required to have a label.  In many workplaces, particularly those with numerous chemicals which may change frequently, labeling systems with numerical and color coding to indicate the type and severity of hazard are used.  Customers often ask suppliers to provide these numerical hazard ratings for their products.  Two workplace labeling systems frequently used are the American Coatings Association (formerly NPCA) Hazardous Materials Identification System® (HMIS®) and the National Fire Protection Association (NFPA) 704 Standard for the Identification of the Hazards of Materials for Emergency Response.

This course will explain the rating criteria for the NFPA 704 Code and the HMIS®. The compatibility with HCS 2012 will be discussed. In the HMIS® 4th Edition the hazard assessment and rating have been aligned with the new labeling requirements of HCS 2012 via the Comparison Tables of GHS/DOT/HMIS® Classifications, Ratings and Pictograms.  Students will develop HMIS® and NFPA ratings using typical data.

Intended Audience

Hazard Communication and EHS professionals who want to broaden their understanding of developing HMIS® and NFPA 704 hazard ratings. It is strongly recommended that attendees possess a working knowledge of labels and safety data sheets and an understanding of the principles of the GHS and hazard classification.

Michele R. Sullivan, Ph.D.

Michele R. Sullivan, Ph.D. is a recognized expert in domestic and international hazard communication and author of SDS and GHS Guidance Manuals. She testified as an expert witness at the Senate Subcommittee hearing on “Hazard Communication in the Workplace”. Dr. Sullivan participated in the ANSI Z400.1 MSDS and Z129.1 Labeling Standards development and training.

She participated on the NACOSH Hazard Communication Work Group that advised OSHA about 29 CFR 1910.1200, the Hazard Communication Standard. In the transportation area her experience includes: participation at the United Nations Committee of Experts on the Transport of Dangerous Goods (UNCETDG); a rapporteur for the Ottawa meeting on the Harmonization of Physical Hazards.

Michele developed GHS situational analyses for USA regulations and designed GHS training for Asia-Pacific countries. Her GHS activities include: industry member of the USA delegation to the Earth Summit preconferences, the IOMC Coordinating Group on the Harmonization of Chemical Classification Systems, the OECD Task Force on the Harmonization of Classification and Labeling and the ILO Working Group for the Harmonization of Chemical Hazard Communication. She is listed on the UN Roster of GHS Experts and is a Registered Specialist, SDS and Label Authoring by the AIHA Registry Programs.

Her professional activities are related to SCHC: recipient of the SCHC HAZCOM Lifetime Achievement Award and Distinguished Lecturer Award for outstanding contributions to the field of hazard communication; recognition as a SCHC professional development instructor; SCHC Board Member and former Chairwoman & President of SCHC; professional development trainer and HAZCOM 101 director. Dr. Sullivan received her Ph.D. in biochemistry from the University of Virginia and her BA in chemistry from Newton College of the Sacred Heart.
